Rwanda has demonstrated to the world that conservation and development are not mutually exclusive. The country is leading holistic conservation and green growth initiatives as part of ambitious Vision 2050 plans. These efforts contribute to targets to create 1.5 million jobs by 2024. While communities living around protected areas are benefitting from conservation – $5.8 million USD were invested in community projects over the last 14 years – the ambition is to increase these benefits and link economic development around the park in a way that secures wildlife as a source of opportunity for Rwandans. Wildlife tourism, ecological restoration, agricultural processing, and innovative forestry products for domestic and regional and international export markets are all part of an integrated solution to catalyzing an economic transformation anchored on the protection and restoration of wildlife and the ecological system around the park. The park expansion plan presents an opportunity to jumpstart this transformation.
The theory of change is that IF people living around VNP, through a robust participatory process for securing their free and prior informed consent for the expansion of the park, AND stakeholders co-create an associated plan for a wildlife-based economy, WHILE designing and creating a conservation investment blueprint for the landscape that combines policy, investment, and business-engagement elements in an integrated framework, THEN the Government of Rwanda will be able to shape a vision for growth in Rwanda that serves as an example for Africa whereby both people and nature are sustained through viable investments that secure and improve the livelihoods of the 13,800 people directly affected by the park expansion plan and trigger a transformation of the economy around the park towards inclusive green growth
Scope of Services
- Landscape Survey and Review of Current Status & Potential
- Formulation of Conservation and Economic Development Vision & Conceptual Plan
- Land Use Distribution Layout Plan
- Initial Environmental Examination (IEE)
- Business Plan
AFRICAN WILDLIFE FOUNDATION invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
The shortlisting criteria are:
i. Experience in undertaking similar assignments. The firm should cite at least three similar assignments each within the last 15 years. (submit performance certificates)
ii. Availability of staff with relevant skills including following key experts: (1) Team Leader, (2) Conservation Expert, (3) Business Development Expert, (4) Economic and Financial Expert, (5) Land Use Plan & GIS Expert, (6) Conceptual Architect, (7) District Planner & Urban Designer, (8) Environmental Expert, (9) Social Expert – (submit their CVs)
iii. Knowledge and working experience in Volcanoes Landscape are an added advantage.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method.
